Basic Function and Responsibilities
The Hospital Chief Nursing Officer (CNO) provides leadership in all aspects of Nursing in Mott Children’s Hospital and Von Voigtlander Women’s Hospital and in Child (but not adult) Psychiatric Nursing services. The Chief Nursing Officer will have full accountability for nursing practice and partner with the Chief Clinical Officer (CCO) for operational clinical services and assigned patient care services throughout C&W integrating the UMHS values and principles with a focus on patient and family centered care. The incumbent must be able to assume the System Chief Nurse Executive responsibilities as needed.
These functions include: planning, managing, and evaluating all administrative, financial, and operational activities within Nursing and patient care services across inpatient, diagnostic and treatment areas, emergency department as well as, clinical programmatic areas, as assigned. This will include partnering with the CCO as well as the UMHS Associate Hospital Administrator for the ORs and nursing manager in the Mott and VV OR’s and PACU.
- Has a dual direct reporting relationship to the Chief Nurse Executive for UMHS, as well as the President of the Clinical Enterprise & Executive Vice Dean for Clinical Affairs.
- Partners with the CCO and Executive Director for C&W to collaborate with the Service Chiefs, Associate Hospital Directors and Administrators, Department Chairs and other hospital and UMHS leadership to effectively execute the clinical enterprise strategic plan.
- Functional and administrative supervision is exercised over Directors of Nursing and Patient Care Services, Clinical Nurse Managers, Clinical Nurse Supervisors, Staff Nurses, Advanced Practice Nurses, Professional/Administrative and office staff, assistive personnel, and other disciplines as assigned.
Program & Clinical Management
- Actively lead nursing services in the hospitals to execute the established system, hospital, and nursing priorities in safety, quality, timeliness, financial stewardship, and people.
- Provide leadership for the effective management of change and transition within the Hospitals’ Nursing services.
- In partnership with the Hospital’s CCO, effectively co-lead the Nurse Manager and Medical Director dyads (MPLAN) to accomplish designated outcomes in patient care, safety and quality.
- Utilize a data-based approach and facilitate innovation and creativity in the development of new initiatives to support ongoing performance improvement and organizational change.
- Partner with the CCO and ED to provide leadership in all programmatic improvements and capacity expansions.
- Actively participate as a member of the Hospital’s Executive team in strategic planning, policy formulation, programmatic development, facility planning, problem-solving, quality and cost improvement initiatives and the implementation of patient and family-centered care.
- Actively participate in strategic planning, policy formulation, problem solving and management of UMHS Nursing Services as a member of the Nursing Executive Council.
- Actively mentor and coach direct reports in the execution of Health System, Hospital and departmental policies, objectives and operating procedures and all aspects of leadership.
- Develop and implement administrative policies to carry out the objectives of the assigned areas.
- Participate and ensure coordination of professional nursing functions across clinical areas.
- Actively engage and support interdisciplinary team building and effective teamwork within departmental and institutional teams.
- Collaborate with UMHS leadership and School of Nursing faculty in research and educational activities.
- Resolve clinical and operational problems of assigned areas consulting with Hospital administrators, the CCO, service chiefs and patient care staff utilizing an interest-based problem-solving approach.
- Actively lead the hospital’s nursing’s quality -related improvements to support the pursuit of Magnet designation.
- In partnership with the Hospital’s CCO, actively co-lead quality and patient care initiatives and improvements that support organizational priorities.
- Serve as the Nursing lead for all liaison areas within the hospital in which nurses practice.
- Maintain accountability for compliance with professional nursing standards, regulatory agency standards and federal and state regulations regarding patient care.
- Represent Nursing Services, the UMHS Chief Nurse Executive and C&W on committees and other activities ensuring collaboration and liaison with appropriate Hospital-wide groups, as assigned.
- Represent Hospital administration to members of the community.
- Act as preceptor/mentor for graduate nursing students.
- Demonstrate behaviors which are compliant with UMHS values, goals, policies and procedures, and affirmative action policies.
- Actively participate in the planning of patient activity projections and determine staffing projections for nursing and assistive personnel.
- Determine the need for, and allocation of, human, space, fiscal and material resources for clinical/programmatic areas administered, based upon patient care needs.
- Work with interdisciplinary teams to determine and implement improvements in Hospital facilities, including construction or renovation of structures and purchase of major equipment.
- Develop, monitor, and implement, operating and capital budgets of assigned clinical/programmatic areas.
- Develop, implement and evaluate cost-effective initiatives related to nursing service operations and patient care services.
- Maintain accountability for budget management for nursing services.
- Analyze budget variances and initiate corrective action plans to resolve variances.
- Recruit, select, evaluate and provide leadership for nurse managers. Foster opportunities for continued professional growth and development.
- Maintain accountability for all aspects of nursing personnel management which include: recruitment and selection, counseling, disciplinary processes, contract management, coaching and mentoring.
- Maintain accountability for compliance with nursing bargaining unit and institutional agreements.
- Utilize an interest-based process for problem solving and resolving issues.
- In concert with UMHS and Nursing Services, establish, monitor, and implement nursing and patient care standards aligned with UMHS, Hospital and Nursing Service priorities.
- Effectively meet all goals and performance objectives for UMHS, C&W, and Nursing Services.
- In partnership with the CCO, oversee collaborative activities with patient care support services to ensure delivery of a level of service consistent with quality patient care, with patient and family involvement, and cost-effective outcomes.
- Lead the Hospitals’ strategies in alignment with UMHS Nursing Services to accomplish Magnet Recognition.
- Actively participate in the performance planning, competency, and individual development planning process.
- Attend relevant competency training, staff development in-services and conferences to maintain and improve knowledge base, competency and skills.
- Attend relevant professional and/or leadership development opportunities.
- Attend relevant seminars related to Magnet Recognition.
- Serve as an active member of the UMSN Adjunct faculty Network.
- Keep records and documented evidence of attendance.
Nursing Specific Info

- Bachelor’s degree in Nursing is required. Master’s degree in Nursing, Hospital Administration, Business, Public Health or related health care field is required. Either the Bachelors or Master’s degree must be in Nursing.
- Doctoral degree in Nursing or a related health care field is preferred.
- Current State of Michigan Board of Nursing license is required.
- Recognized certification in nursing leadership or and administration is desirable.
- Seven to ten years of administrative responsibility within a complex academic health care organization with progressive experience in nursing leadership positions at the Director level or higher, is required.
- Additional experience in pediatric or perinatal nursing is desirable.
- Experience in a unionized environment is desirable.
- Excellent interpersonal skills, as demonstrated by the ability to work effectively with physician partners, individuals and/or teams, across disciplines, are required.
- Demonstrated skill in change management is required.
- Excellent oral and written communication skills are required.
- Strong financial and analytic skills are required.
- Demonstrated experience in program planning, implementation, and evaluation is required.
- Experience in facility planning and major building projects, is highly desirable.
- Working knowledge of University policies and procedures is desired.
