Job Summary

Responsible for complex program and business analysis, communication and management of complex projects focused on the effective monitoring of healthcare legislation changes impacting Michigan Medicine. This role will be responsible for understanding the payer and regulatory programs (e.g., Meaningful Use, PQRS, MIPS, eCQM, QRDA, etc.) and how they interrelate with Michigan Medicine departments/programs and enterprise wide systems and initiatives.
 
 
We have a need for a health analyst with strong analytical background and experience with health and healthcare program analysis, both qualitative and qualitative. The job requires a candidate who is able to leverage their healthcare experience to assess the bigger picture and develop actionable solutions. The job requires a candidate who is able to assist in addressing the unique challenges faced by health and healthcare industries as they undergo significant transformation including changing relationship alignments and governance, increasing cost pressures, defining new measures and terms, and responding to the adaptation of electronic health records, among many others.
 
 
At the direction of Quality Leadership, the candidate will be responsible for assembling project teams, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of project activities. Must be familiar with the project objectives and program requirements, as well as the role and function of each team member to effectively coordinate the activities of the team.
 
 
Organizational Relationships:
  • Directly responsible to the Manager of Quality Analytics
  • Provides instruction and direction to Quality Analytics team members as well as to larger Quality dept
  • Maintains collaborative team-focused relationships with support, clinical and administrative staff within the Michigan Medicine and external agencies as appropriate

Responsibilities*

Regulatory and Program Review
  • Conducts analysis of proposed and enacted federal regulations, legislation and programs from the perspective of impact on Michigan Medicine.
  • Develops expertise in assigned subject areas and provides recommendations to leadership regarding formal policy interpretations and implementation requirements.
  • Monitors external communications for impactful announcements that can influence program interpretations and readiness efforts.
  • Strong interest in federal health policy that is put into action to guide Michigan Medicine decisions
Project Management
  • On assigned projects scopes the work and outlines needed steps and timelines to structure the team's work to a successful conclusion
  • Supports completion of regular, defined tasks required for program participation such as progress reports, data submissions, etc.
  • Supports and/or leads meetings to review ongoing work and make decisions for future activity
  • Produces charters, updates, and other documentation to outline progress and successes
  • Leads the planning and prioritization of development efforts and key milestones, and coordinates with other team members and analytic staff
  • Conducts regular assessments of project status and identifies barriers to completion and strategies solutions
  • Follows all appropriate security and compliance guidelines to safeguard data assets and protected health information (PHI)
Communication and Coordination
  • Assists in the development of internal and external communications regarding assigned federal policy issues and pay for performance programs.
  • Work collaboratively with major stakeholders across the Quality Department units, HITS, and Michigan Medicine units.
  • Facilitates discussions, collaborates with internal and external sponsors and develops presentations and reports.
  • Utilizes basic analytics tools to produce data products in support of assigned projects.

Required Qualifications*

  • Bachelor's Degree in Political Science, Economics, Health Care Policy or related area.
  • Minimum of Five (5) years experience in at least one subject area: healthcare data/payor analysis, health care policy analysis, economics, legislative/congressional experience.
  • Strong understanding of the health care industry, including health care reform and trends, quality and performance management, inpatient and outpatient operations, finance, etc.
  • Excellent collaboration, interpersonal, meeting facilitation, presentation, written, listening, and verbal communication skills
  • Strong interpersonal skills and ability to work with internal and external stakeholders including other analysts, clinicians, and federal/state/payer program representatives.
  • Demonstrated ability to analyze information and present in an understandable fashion to groups.
  • Demonstrated ability to work independently and with a high degree of creativity.
  • Excellent analytical and problem-solving ability
  • Excellent organizational skills and attention to detail
  • Flexibility to adapt to a changing environment

Desired Qualifications*

  • Master's Degree in related field such as economics, political science, health care policy, public health or community health care preferred.
  • Experience in an analytical and policy environment
  • Experience with reporting and analytic tools (e.g., SAS, Excel, Tableau, MS Access)
  • Understanding of Healthcare quality measurement and improvement
  • Experience with Process Improvement methods such as PDCA, Lean, etc.
