Job Summary

Basic Functions and Responsibilities
The Chief  Nursing Information Officer, participant executive in the Nursing Executive Committee, reporting to the Enterprise Chief Nursing Executive, and partner to the Chief Medical Information Officer,  provides leadership in all aspects of nursing informatics which include: strategic planning, design and development of information management processes; the selection and deployment of information technology in the service of the clinical enterprise at UMHS, and the implementation, maintenance and evaluation of clinical information systems, including the Electronic Medical Record, across the enterprise.  
In addition, an Adjunct appointment within the University School of Nursing is also an important partnership.
 
Organizational Relationships
Reports directly to enterprise Chief Nursing Executive for UMHS/Associate Dean for Clinical Affairs, the University of Michigan School of Nursing.
Functionally reports to the UMHS Chief Information Officer (dotted line reporting relationship).
Collaborates with the Chief Medical Information Officer, members of the UMHHC senior management team, Nursing leadership, UMHS leadership, Medical Center, Health Information Team HITS, and the School of Nursing faculty to effectively execute information management strategies and functions across the enterprise.
Functional and administrative supervision is exercised over program and administrative staff, as assigned, the Nursing Informatics teams.

Program Leadership
Provide leadership for the effective management of change and transition within Nursing and the institution.  Utilize a data-based approach and facilitate innovation and creativity in the development of new initiatives to support ongoing performance improvement, system based practice and organizational change.
Consult with and advise the Senior Nursing Executive, Nursing Services on matters related to the operation of assigned programmatic areas.
Work effectively with leads of programmatic areas to ensure completion of program objectives.
Actively participate in strategic planning, policy formulation, problem solving and other issues directly related to areas of responsibility and Nursing Services, as well as the Hospitals and Health Centers, as assigned.
Lead the development and implementation of a vision and strategic plan of how technology in the broadest sense can support the highest standards of patient care through professional nursing practice.
Lead evaluation, selection, implementation, persistent improvement, in conjunction with chief quality officers of Nursing, for the Patient Care documentation systems, standards of the nursing documentation system for UMHHC.
Co, Lead the development and implementation of a sustainable process to capture data in the patient’s record regarding patient interventions which describes nursing’s impact on the patient and patient outcomes, with Central Nursing Quality.
Serve as a highly visible colleague and mentor, developing the confidence and capturing the spirit of nursing staff and managers to achieve a dynamic and positive environment supportive to the professional practice of nursing.
Remain knowledgeable of advances in the areas of healthcare technology and information management systems and anticipate their effect on and translation into nursing practice.  
Provide interdisciplinary leadership throughout UMHS on healthcare informatics in conjunction with physician colleagues and colleagues from Information Systems. In partnership with medical and allied health colleagues, develop common interprofessional team tools that enhance safety practices, team trust and team communications. 
Create and lead the councils related to Nursing Informatics.
Design and implement processes to evaluate the impact of technology on nursing practice and patient outcomes.
Develop and maintain productive and collaborative relationships with physicians, UMHHC leadership, other disciplines, and the University of Michigan, School of Nursing faculty.
Actively mentor and coach direct reports in the execution of Hospital and departmental policies, objectives and operating procedures and all aspects of leadership.
Develop and implement administrative policies to carry out the objectives of the assigned areas.
Participate and ensure coordination of professional nursing functions across programmatic areas.
Actively engage and support team building and effective teamwork within departmental and institutional teams, in policy, on the ground practice, and in selection of tools and methods that support safe standards.
Provide leadership in collaboration with the Chief Nursing Executive, UMHS leadership and School of Nursing faculty in research, informatics, data management, and educational activities.
Maintain accountability for compliance with professional nursing standards, regulatory agency standards and federal and state regulations regarding programmatic areas.
Represent Nursing Services and the Chief of Nursing Services on committees and other activities ensuring collaboration and liaison with appropriate Hospital-wide groups, as assigned.
Represent strong leadership to members of the community in the promotion of good public relations for the Hospitals and Health Center.
Act as preceptor/mentor for graduate nursing students.
Demonstrate behaviors which are compliant with UMHS values, goals, policies and procedures and affirmative action policies.

Financial Management
Determine the need for, and allocation of, human, space, fiscal and material resources for programmatic areas administered. Examples include capital asks, vendor relationships, software selections, staging of improvements in EHR, multiyear investments in Unified Clinical Communications and interoperability.
Develop, monitor, and implement, operating budgets of programmatic areas administrated, as well as, major capital expenditures.
Develop, implement and evaluate cost-effective initiatives related to program operations both within the assigned area of responsibility and in collaboration with other areas and departments.
Maintain accountability for budget management within designated administrative areas.   Analyze budget variances and initiate corrective action plans to resolve variances.

Personnel Management
Maintain accountability for all aspects of personnel management which include: recruitment and selection, counseling, disciplinary processes, and mentoring for staff as assigned.
Maintain accountability for compliance with bargaining unit and institutional agreements with employees.
Utilize an interest-based process for problem solving and resolving issues with employees.
Develop learning portfolios and talent development plans for an active succession planning process. 

Performance Improvement and Nursing Research
Work with the Nursing and UMHHC leadership to establish, monitor, and implement standards for informatics education, policy development and practice as identified.
Effectively meet all goals and performance objectives for Nursing Services and UMHHC, as established, annually.
Oversee collaborative activities with patient care support services to ensure delivery of a level of service consistent with the highest quality patient care, educational services, and cost-effective outcomes.

Professional Development
Actively participate in the performance planning, competency, and individual development planning process.
Attend relevant competency training, staff development inservices and conferences to maintain and improve knowledge base, competency and skills.
Attends relevant professional and/or leadership development opportunities.
Contributes to the profession through publications and presentations, as well as, assist others in professional publications and presentations.
Keeps records and documented evidence of attendance.

Required Qualifications*

Education:
Master’s degree in Nursing, or related field is required with educational preparation in Nursing Informatics highly desired.  Certification in Informatics preferred. 
A doctorate in nursing or related field is desired. 
 
Licensure/Certification:
Current State of Michigan Board of Nursing licensure, or eligibility to apply for a Michigan nursing license is required.
 
Experience:
  • Current experience in a progressive academic medical center with a minimum of five years of informatics experience is required. Executive Leadership experience and engagement in large scale change 
  • Skills/Abilities:
  • Ability to shape and implement a vision for seamless information management, data collection and nursing documentation is required. 
  • Demonstrated technological sophistication and an ability to work collaboratively with vendors and internal information systems providers. 
  • Strong analytical skills that are conceptual as well as practical, is required.
  • Excellent verbal and written communication skills with meticulous attention to details are required.
  • Strong program management and execution skills are required.
  • Demonstrated excellence in interpersonal skills with the ability to establish strong and effective collaborative relationships is required.
  • Demonstrated experience with nomenclatures and systems that describe nursing practice (i.e. NANDA, NIC, and NOC) is required. 
  • Managerial skills necessary to plan, organize, direct and control the nursing informatics activities.

Desired Qualifications*

  • Current regulatory, accreditation, and JCAHO expertise is desired.
  • Strong track record of establishing external relationships, which facilitate and enhance the image of nursing practice at a regional and national level, is desired.

Hours: 40 Hours/Week; non-exempt
