Job Summary

The Criminal Justice Administrative Records System (CJARS) supports policy-relevant criminal justice research by leveraging the diverse skills of our research team. We are seeking applications for a full-time Project Manager position to join us in supporting the continued growth of the project.

As a Project Manager you will participate in agency outreach, project organization, liaising with various entities, and data management.  This broad range of activities will help CJARS to build a repository of criminal justice data by harmonizing multi-jurisdictional data, developing algorithms to unify local value codes, and executing probabilistic matching models, which will contribute to various ongoing research projects.

The CJARS project is administered through a partnership between the Population Studies Center in the Institute for Social Research (ISR) at the University of Michigan and the US Census Bureau.

Responsibilities*

Under the direction of the project’s principal investigators (PIs), the Project Manager will engage in the following:

  • Agency Engagement: interface with criminal justice agencies to coordinate data collection, produce statistical reports that support agency operations, and maintain good working relationships with agency stakeholders.
  • Project Organization: track progress on major project milestones, generate progress reports for various parties, assist with hiring and training of new staff, and contribute to the development of research projects and grant proposals.
  • Project Liaising: communicate with the UM technology team to ensure proper maintenance and security of data storage systems, interact with UM legal representatives to facilitate data collection negotiations, and communicate with external research collaborators and CJARS data end-users.
  • Data Management: track progress of data integration, processing, and harmonization, ensure timely delivery of data extracts to the US Census Bureau, and conduct data analysis to support data benchmarking and research projects.

Required Qualifications*

  • A Bachelor’s degree and acquired knowledge of economics, computer science, software development, and/or statistics with at least 4 years of work experience;
  • Proven ability to code in at least one of the following languages: R, Stata, SAS, Python, or SQL. Familiarity with HTML and CSS also valuable;
  • Strong time management skills with a proven ability to multitask and to prioritize to successfully complete projects on tight deadlines with little supervision;
  • Excellent communication skills, with the ability to present data in a simple and straightforward way for non-technical audiences;
  • Strong project management skills with exceptional attention to detail;
  • Ability to work independently in a fast-paced environment and demonstrate ability to exercise sound judgement; and
  • Outstanding interpersonal skills and ability to maintain positive relationships with various stakeholders.

Desired Qualifications*

  • A Master’s degree in public policy, data science, criminology or economics is strongly preferred.
  • Knowledge and understanding of data science, probabilistic matching methods or U.S. criminal justice research literature
  • Experience with organizational operations duties such as monitoring budgets and data management is a plus.
