The Senior ROI & Privacy Specialist works very closely with the Sr. Manager for Health Information Exchange (HIE) and Compliance to administer, organize and conduct training and educational programs in connection with patient privacy under HIPAA, federal regulations, State of Michigan statute and Michigan Medicine policy. Virtual provision of on-the-job training for clinical and non-clinical staff, and employee orientations (upon request) related to the use, access to, release and sharing of patient information and the electronic exchange of health information. Also provides review and response to internal inquiries connected to releasing and sharing patient health information, patient privacy best practice and compliance with federal, state and local regulations and standards.

At Michigan Medicine, the HIE and Compliance office in the Revenue Cycle Mid Service Department provides guidance across the health system clinics and hospitals related to patient privacy and access issues, questions and concerns. You will closely coordinate with the offices of health system Compliance and General Counsel to ensure federal and state regulatory requirements are applied to health system policy and practice appropriately. You will exercise independent discernment on determining complexity of cases presented by utilizing regulatory and policy knowledge in order to understand the stakeholders and partners with whom to engage to reach solutions. You will create partnerships across the health system to provide critical training to staff and clinicians for best practice in the access to, use and disclosure of patient’s protected health information. - You will work with subject matter experts, operational departments and HITS team members to perform analysis, identify training needs and obtain approval of training plans and materials.
- You will select appropriate training methods, design, develop, evaluate and continuously update all training materials (lesson plans, tip sheets, eLearning scripts, job aids, assessments and surveys).
- You will need to respond to clinical and administrative health system requests for training, education and input related to privacy and security best practices and release of protected health information.
- Conduct root cause analysis to privacy disclosure activity and make recommendations for additional training or end user education.
- Provide assistance to Michigan Medicine corporate compliance office with privacy disclosure investigation and reporting of findings.
- Monitor and evaluate training and coach as needed to ensure quality.
- Assist in supporting training and go live activities as part of implementations and ongoing including handling support tickets and other customer requests
- Master the application functionality, technology or service and the associated workflows including obtaining/maintaining any required certifications.
- Train virtual classes as necessary and requested.
- Perform analysis of department and end-user business needs. Document end-user requirements. Utilize technical, analytical, and customer service skills, knowledge of regulatory requirements, and HIM policy and practices related to the EHR to identify options to meet end-user needs. Articulate the risks and benefits of all options presented to enable informed decision-making.
- You will be able to participate in activities with interrelated teams including project management, testing, support, training, technical, and interface teams.
- Coordinate virtual site visits for health information technology and workflows for clinic mergers and acquisitions related to the Release of Information and HIE tools and resources.
- You will conduct stakeholder analysis.
- You will need to research industry standards and remain abreast and conversant in changes.
- Develop detailed work plans, schedules, estimates, resource plans, and status reports.
- You will facilitate the creation of executive, departmental, and unit operational benchmarking activities and reporting for assigned projects.
- Bachelor’s degree in a relevant field, e.g., Health Information, Healthcare Administration, Information Systems, Education, Health Sciences, Human Resources
- Five or more years of professional experience in adult learning, preferably focused on classroom or technical training
- Extensive knowledge working within a heavily regulatory environment.
- Proficiency with electronic health record (EHR); preferably Epic.
- Experience training trainers and end users
- Exposure to instructional design principles
- Excellent skills in: needs analysis, writing, technology and training
- Excellent time-management and self-directed work style, including the ability to meet tight fixed deadlines
- Proficiency with desktop management software, including Microsoft Word, Excel, PowerPoint, Project, Visio, OneNote, and screen capture tools, e.g., Snippit, SnagIt.

- Extensive knowledge of federal (CFR 42 Part 2, HIPAA, HITECH) and state of Michigan privacy, security and compliance issues related to use and disclosure of protected health information (PHI)
- Project Management Experience
- Demonstrated knowledge of the patient care process, both inpatient and outpatient. Knowledge of Michigan Medicine’s medical records processes
- Certification in healthcare privacy and/or compliance from a credentialing body such as CAHIIM, HCCA, or other recognized institution
- Knowledge of applied statistics, process analysis, and outcomes analysis
- Masters degree in Health Administration, Education, Instructional Design or similar.
- Membership in AHIMA
The position is currently completely remote and provides support week-days during standard day business hours. More independent flexibility in hours worked is offered based on successful completion of training.
General supervision is received from the Senior Manager of Health Information Exchange (HIE) and Compliance
Functional supervision shall be assigned over specific members of a project team for a specified, limited duration.
