HITS is looking for a Contract Analyst to join our contracts team in the Finance and Administration division. Finance and Administration provides a broad range of financial support functions and manages daily administrative activities for HITS.  This includes facilitating IT contracts and procurement activities by working with HITS staff who support customers throughout Michigan Medicine.

Reporting to the HITS Senior Director for Finance and Administration, the Contract Analyst, as part of a Contract Analyst team,  will oversee the intake and processing of IT contract requests, including renewals, amendments, BAA, NDA, DPA and new contracts. The Contract Analyst facilitates drafting, editing and negotiating legal contracts in collaboration with HITS staff, the Office of General Counsel, U-M Procurement Services, and Michigan Medicine Information Assurance.  The Contract Analyst will facilitate completing very small dollar agreements to multi-million dollar deals. You will be skilled in interpreting IT contract language and advising staff on contract issues related to IT concepts and implementations. The position involves frequent communication with stakeholders to manage expectations and prioritize work based on organizational importance.

Responsibilities*

  • Evaluate incoming requests for IT technology contracts, renewals or amendments.
  • Ensure approvals, background information, requirements and documents have been provided by requestors.
  • Facilitate conversations with Office of General Counsel, UM Procurement, MM Information assurance and requestor to align on approach and steps to complete the contract request.
  • Advise requestor regarding completion of any forms, templates, attachments, workflows or procurement requirements such as an RFP or sole source documentation.
  • Review agreements, including internal and external redlines, to advise the requestor on the meaning and potential impact of the agreement language.
  • Draft clauses with approval and assistance of Office of General Counsel and UM Procurement. 
  • Track all correspondence to document status and completion through the HITS contract management system.
  • Provide direction or training to requesters on templates, instructions and general directions for contract, RFP and contract processes.
  • Provide current documents or templates to requestors in coordination with the Office of General Counsel and UM Procurement.
  • Advise requesters on their agreements following project needs and University policy.
  • Review contracts to provide interpretation to the business unit to address concerns with a supplier relating to a purchase or project; or to answer general questions about the agreement.
  • Consult with business units to help make business term decisions including limitation of liability, insurance levels, termination, statements of work and others. Facilitate conversations with U of M Procurement and OGC on procurement and legal issues.
  • Communicate contract policies, processes and procedures to internal and external business teams.
  • Lead ongoing process improvement initiatives. Drive process innovation and experienced risk-taking to improve organizational efficiencies.
  • Develop and improve contract workflows and knowledge of Managers and Staff across Michigan Medicine as it relates to IT contract processes and procurement or legal procedures.
  • Communicate effectively, delivering messages in a concise way, and ask questions to clarify and understand from stakeholders.
  • Participate on organizational committees and initiatives to represent the contracts function in information sharing.
  • Manage contract data to proactively work with customers to manage the renewal process and address potential contract revision opportunities.

Required Qualifications*

Required Qualifications for Senior Position: 

  • Bachelor’s degree in business administration, related discipline or equivalent experience
  • At least 5 years working experience in procurement or contract management
  • Broad understanding of the healthcare IT industry, including hardware, software and services
  • Excellent written and verbal communication skills
  • Ability to work independently and in teams
  • Excellent judgement and decision making ability

Required Qualifications for Intermediate Position: 

  • Bachelor’s degree in business administration, related discipline or equivalent experience
  • 2-5 years working experience in procurement or contract management
  • Broad understanding of the healthcare IT industry, including hardware, software and services
  • Excellent written and verbal communication skills
  • Ability to work independently and in teams
  • Excellent judgement and decision making ability

 

Desired Qualifications*

  • 5 to 8 years’ experience in contract administration, IT procurement or a related field
  • 2 or more years of legal training or equivalent
  • Advanced degree in IT, Business Administration or Business Law
  • Electronic contract management experience
