Job Summary

Reporting to the assigned assistant registrar, the senior records and enrollment specialist will serve as a School Certifying Official (SCO) for the University of Michigan. As a SCO, you will focus on ensuring accurate and timely disbursement of VA education benefits and adhering to complex rules and regulations established by the Department of Veteran Affairs (VA). You will provide extensive customer service to our military-connected students and establish strong relationships with various UM departments to support their needs. Additional duties include monitoring student enrollment, grades, and degree progress for reporting to the VA.

Reporting to the Provost and Executive Vice President for Academic Affairs, the Office of Enrollment Management (OEM) manages U-M's enrollment function to efficiently optimize students' experiences throughout their engagement, from prospect to alumni. The division collaborates with campus partners, faculty, and staff, in support of the university's mission and commitment to academic quality, accessibility, diversity, equity, and inclusion.

Responsibilities*

  • Assist veterans and military-connected students with the application process for receipt of VA education benefits. Help students resolve problems, issues or concerns regarding education benefits and payments. 
  • Report enrollment, tuition, and mandatory fees to the VA using the Department of Veterans Affairs' internet-based application.
  • Review degree plans to ensure course applicability for VA education benefits. 
  • Collaborate effectively with U-M Student Financial Services on the reconciliation of tuition payments made by the Department of Veterans Affairs. 
  • Assist the lead School Certifying Official (SCO) with monthly and end of term audits to identify changes in enrollment and tuition/fees. Report appropriate changes and adjustments to the U.S. Department of Veterans Affairs within 30 days. 
  • Follow policies and procedures to maintain institutional eligibility and standing with the U.S. Department of Veterans Affairs.
  • Upon notification of a compliance visit, assemble certification files, billing information, and transcripts for audit.
  • Attend monthly VA webinars and complete the required training for SCOs.

Secondary Responsibilities

  • Provide support for the diploma ordering process. 
  • Assist in other areas of the Registrar's Office as needed.

Required Qualifications*

  • Bachelor's degree or an equivalent combination of education and experience.
  • Two years of administrative support experience in a professional office setting. 
  • Strong organizational skills with the ability to manage complex procedures and policies, prioritize tasks effectively, and meet deadlines.
  • Excellent customer service skills with the ability to handle diverse student concerns professionally, resolve issues effectively, and build positive relationships.
  • Exceptional accuracy and attention to detail, along with proficiency in Microsoft Office. 
  • Demonstrated ability to appropriately manage confidential and sensitive information. 

Desired Qualifications*

  • A minimum of one year experience as a VA School Certifying Official for a post-secondary education institution.
  • Prior experience using various resources and tools to support military-connected students.
  • Knowledge of FERPA and other federal/state laws and regulations related to higher education.
  • Reasonable knowledge and understanding of the policies and procedures at a decentralized, complex higher education institution.
  • Experience and/or familiarity with Oracle PeopleSoft student administration system.

Modes of Work

The Office of Enrollment Management offers a hybrid work arrangement of minimally three days on-site and two remote days. Thursdays are required as an on-site work day for all. Flexible work agreements are reviewed annually and subject to change dependent on the business needs throughout the course of employment.
