Job Summary
Blue Cross Blue Shield of Michigan (BCBSM) sponsored Collaborative Quality Initiatives (CQI) are statewide quality improvement programs whose goals are to improve quality, safety, and clinical outcomes for specific healthcare procedures or medical conditions across the state of Michigan (https://cqis.org/). Each CQI is organized and facilitated by a Coordinating Center, led by Program Directors and Co-directors, and a Program Manager. Michigan Medicine is home to the coordinating centers for 20 of the current CQIs.
The Michigan Social Health Interventions to Eliminate Disparities (MSHIELD) is a CQI focused on addressing health equity as a key component of quality improvement in health care (www.michiganshield.org). MSHIELD's mission is to empower CQIs to lead the future of quality improvement which achieves whole health for all people by integrating social care and clinical care, using data to drive health equity, and fostering a culture of anti-racism.
In partnership with the MSHIELD Co-Directors and team, this employee is responsible for the day-to-day management of the MSHIELD BCBSM sponsored CQI initiative, including program/project management support for annual contracts and activities, maintenance of existing strategic partnerships, and oversight of financial and organizational planning and implementation. Existing MSHIELD staff will report directly to this employee, who along with the MSHIELD team will be responsible for driving a positive internal organizational culture and cultivating a strong reputation within the CQI portfolio and the associated healthcare and community member organizations.

This department employs a remote work first policy. Office and meeting space within the health system is available as needed and in-person work across Michigan will be occasionally required, but remote work is supported and encouraged as appropriate. The MSHIELD team works remotely 4 days/week, with one on-site day for in-person work at Arbor Lakes (4251 Plymouth Road, Ann Arbor).

Responsibilities*
Administrative Management:
- Develop and manage annual statement of work, budget, and work plans.
- Maintain all contracts and subcontracts necessary for the operation of the MSHIELD CQI. Understands terms of contracts and sub-contracts, prompts for renewal when necessary.
- Work in coordination with Procurement and the departmental financial administrators.
- Maintain current/update policies and procedures for MSHIELD.
- Seek funding opportunities and propose program ideas that align with funding opportunities.
Team Supervision and Environment:
- Supervise, direct, and coach MSHIELD staff toward meeting goals of program and achieving professional development.
- Foster a collaborative working environment for all team members.
- Along with other MSHIELD staff and faculty, actively commit to anti-racism reflection through regular participation in relevant team meetings and activities.
Collaboration with other CQIs:
- Coordinate and lead meetings with program managers and directors of other CQIs to:
- Improve data capture relevant to SDOH
- Link patients with social health needs to community partners
- Identify opportunities to improve health equity and design programs to address disparities and structural racism in healthcare
- Work with CQI leadership to optimize portfolio-wide equity-focused quality improvement strategies.
- Maintain collaborative, active relationships with all CQI Program Managers.
- Disseminate MSHIELD program guides, recommendations, and evaluations to internal and external stakeholders and program leadership.
Collaboration with Statewide Partners:
- Develop and maintain partnerships with key statewide organizations, such as community-based organizations, healthcare organizations, data content experts, etc.
- Coordinate and lead meetings with statewide partners to advance the MSHIELD team's portfolio of work.
- Collaborate with MSHIELD team members to deliver educational opportunities to hospitals, practices, and other partnering organizations.
- Represent MSHIELD at community events, committees, and project-specific events.
- Maintain and strengthen collaborative relationships with leadership at regional community hubs, including seeking opportunities to fund partner organizations and partnered work.
- Disseminate MSHIELD program guides, recommendations, and evaluation to statewide partners.
Required Qualifications*
- Bachelor's degree or higher in health sciences, public health, social sciences, or a related field.
- Management or supervision experience of other team members, at least 3 years of experience.
- Must have project/program management experience with demonstrated results, at least 3 years of experience.
- Must have excellent communication skills, including experience facilitating meetings or presentations, written, listening, and verbal communication skills.
- Experience in developing and managing budgets.
- Excellent collaboration, interpersonal, meeting facilitation, presentation, written, listening, and verbal communication skills.
- Ability to manage multiple competing priorities.
- Knowledge of Google, Dropbox, and Microsoft 365 environment (Outlook, Excel, Word and PowerPoint).
- Ability to travel within the state of Michigan to conduct meetings with community stakeholders and other MSHIELD partners.
Desired Qualifications*
- Master's degree in health administration, health sciences, public health, social sciences, or a related field
- 5+ years of management or supervision experience
- 5+ years of project/program experience
- Experience with or commitment to growth related to health equity, anti-racism, or supporting the health of diverse communities
- Knowledge of health care delivery across the spectrum of inpatient, outpatient, and community settings
- Experience with healthcare quality improvement activities
- Experience in community health programs in Michigan

Modes of Work

Additional Information
Salary Range: $94,180 - $150,680 plus benefits, including excellent medical, dental, and vision coverage effective on the first day of employment, and 2:1 match on retirement savings after the first year. Salary will be commensurate with experience and education.
Background Screening
Michigan Medicine conducts background screening and pre-employment drug testing on job candidates upon acceptance of a contingent job offer and may use a third party administrator to conduct background screenings. Background screenings are performed in compliance with the Fair Credit Report Act. Pre-employment drug testing applies to all selected candidates, including new or additional faculty and staff appointments, as well as transfers from other U-M campuses.
