Job Summary

Basic Function and Responsibility

 

Partner with ABCC to facilitate patient placement, bed management and float nursing resource allocation activities on a shift-by-shift basis to optimize staffing levels in all University of Michigan Health, Michigan Medicine (MM) areas 

  • Act as in-house Michigan Medicine Nursing Administrator on-call 
  • Act as in-house MM Nursing Representative for patients and families 
  • Manage all aspects of daily functioning in the Central Staffing Resource Department (CSR) 
  • Manage all aspects of nursing service within a specific departmental cluster 
  • Provide direct supervision to CSR nursing and ancillary staff members 

 

Characteristic Duties and Responsibilities 

 

  • Coordinate Michigan Medicine Workforce Staffing 
    • Manage float nursing resource allocation activities on a shift-by-shift basis to best meet patient care needs 
    • Collaborate with Michigan Medicine Capacity Operations & Real-time Engagement Center (M2C2) to optimize patient placement 
    • Plan staffing to align CSR workforce to optimize support for in-patient units 
  • Act as In-House Nursing Representative for Patients Relations during off hours 
    • Respond promptly via phone or bedside to patient/family concerns 
    • Address patient and family concerns to seek resolution 
    • Communicate and provide follow-up with Patient Relations, unit/department leadership as needed 
  • Support, Assist, and Advise Unit Nursing Staff 
    • Assist unit nursing staff in problem-solving 
    • Advise unit staff members in handling specific patient, family and/or staff problems. 
    • Advise and be a resource for policy inquiries and guidance 
  • Manage CSR Nursing and Ancillary Staff 
    • Plan, assign, and review the work of CSR staff and support staff members to ensure that the values of patients and families first are translated into patient care practice 

Staffing and Patient Flow

  • Coordinate Hospital-Wide Nurse Staffing 
    • Utilize MiChart and staffing tiles to view patient activity and staffing 
    • Coordinate staffing resources in conjunction with Patient Flow and management open beds as needed 
    • Provide support to unit leaders and charge nurses by understanding staffing challenges 
    • Attend Capacity Huddles and Bed Briefings 
    • Engage in unit rounds as needed to assess specific situations 
    • Engage in unit rounds as needed to increase visibility and demonstrate approachability of nursing leadership within the hospital community 
    • Coordinate the Control Center for Nursing during disasters and periods of inclement weather 
    • Serve as initial Incident Commander during disasters and emergencies until relieved by designated administrator 
  • Coordinate Float Resources including Patient Observation Program (rounding techs, patient attendants, and PCNAWs) 
    • Assign supplemental staff according to unit needs and patient flow 
    • Apply contract language to ensure appropriate order of work 
    • Recruit staff based on forecasted needs 

 

Leadership

  • Act as in-house Michigan Medicine Nursing Administration Representative for patients and families  
  • Provide administrative support, consultation, and leadership to Michigan Medicine nursing staff 
  • Serve as a resource regarding institutional and departmental policies and procedures 
  • Serve as a resource regarding UMPNC contract interpretation and implementation 
  • Facilitate problem solving and decision-making at the institution, department and unit levels and escalate to the Administrator on Call (AOC) as needed. 
  • Provide mentoring for unit charge nurses 
  • Motivate staff to improve quality of work performed (utilizing the PDCA model) 
  • Support staff training and development opportunities as appropriate 
  • Promote integration of research finding into clinical practice and management 
  • Manage all overflow areas under CSRs purview, including but not limited to staffing, opening and closing the space, patient placement, and day-to-day operations 
  • For Cause testing in partnership with HR 

Personnel Management (as required)

  • Recruit, Hire, and Orient Staff 
    • Recruit and hire nursing and support staff based on variable cluster needs and requirements 
    • Interview applicants to fill vacancies according to applicable laws, rules, contracts and policies 
    • Identify training needs and ensure that necessary job-related instruction is provided to staff 
    • Monitor orientation and evaluate progress 
    • Identify cross-cluster orientation opportunities 
    • Provide support for professional development 
  • Schedule Staff
    • Use available trend and utilization data to schedule CSR staff in a manner that supports unit/clinic needs 
    • Schedule CSR staff in accordance with UMPNC requirements and CSR scheduling guidelines 
  • Counsel and Evaluate Staff 
    • Evaluate staff on a regular basis 
    • Identify performance issues and communicate them to staff members 
    • Follow-up with employees to ensure that past or ongoing performance issues are being addressed/resolved 
    • Discuss potential grievance-related concerns with employees to identify options or resolve issues prior to formal filing of a grievance 
    • Advise employees of established grievance procedures 
    • Recommend or initiate disciplinary actions according to applicable rules and policies 
  • Manage Cluster Expenditures
    • Plan, negotiate and monitor expenditures from unit payroll for a specific cluster 
    • Evaluate and approve or deny staff requests for educational funds and business time

Required Qualifications*

  • Required Educational Requirement (Applicant must meet one of the following):
    • Bachelor's degree in Nursing OR Associates degree or Diploma in Nursing and a Master's degree in Nursing
  • Current licensure as a Registered Nurse in the state of Michigan is necessary 
  • Three (3) years of nursing management or nursing supervisor/charge nurse experience within the last five (5) years 
  • Demonstrated leadership skills and ability to perform as a role model to nursing staff 
  • Nurse Leadership certification or completion within one (1) year of accepting this position or when eligible to certify, whichever comes first. Certification is expected to be maintained while in this leadership role. Examples include Certified Nurse Manager and Leader (CNML) or, Nurse Executive (NE-BC). Certifications must be recognized by the Magnet Recognition Program and the American Nurses Credentialing Center (ANCC)

Work Schedule

Hours/Week: 1.0 (40hrs/week)
Shifts/Hours: Days (8 & 12hr shifts)

Location: Central Staffing Resource Department in the University Hospital
