Job Summary

The Region Manager has functional and administrative responsibility for the work of the Supervisors, Mechanics/Trades, and administrative support employees within a designated region of U-M's Ann Arbor campus. The Region Manager is accountable for the proper maintenance and physical upkeep of buildings, building systems/equipment, record keeping and service documentation as assigned and delegated to the Region's supervisors. The Region Manager oversees and coaches the region personnel to achieve goals established by Department leadership. Barriers to completion of maintenance work are escalated to the Region Manager for proper resolution or further escalation to Maintenance senior management.  The Region Manager collaborates with O&M Engineering on more complex systems issues and to ensure UM design guidelines are being followed in maintenance activities. 

Note - This is a newly added position in the North Campus Region.

Responsibilities*

  • Ensure maintenance work orders are being responded to, and completed, in a timely manner.
  • Ensure Region employees and supervisors are following Region and Work Management business processes.
  • Provide direct supervision to Supervisors, Region Admin Assistant, and skilled trades staff. 
  • Strive to create a positive, collaborative, and engaged work climate with staff and peer colleagues.
  • Manage operations in a fiscally responsible manner, minimizing use of overtime, materials expenditures, and other operational expenses.
  • Identify deferred maintenance concerns and collaborate with AEC Engineering to bring them forward to leadership.
  • Provide excellent and consistent communication with university customers to provide service updates, ensure understanding of service levels and associated work management processes.
  • Receive input from region supervisors on the daily schedules assigned to the maintenance personnel.
  • Collaborate and support AEC construction activities while ensuring Maintenance Services planning and scheduling practices are being followed. 
  • Review and provide input to region supervisors on the daily schedules.
  • Conduct job checks with region supervisors during the shift to identify issues and take corrective action as needed.
  • Follow labor contract procedures, and address issues of performance in a timely manner; take appropriate action to resolve problems.
  • Conduct random checks to ensure work orders are performed properly, closed and entered into the CMMS by the craft employees with all required information documented.
  • Implement projects improving equipment reliability, lengthening time between failures and maximizing operational efficiencies.
  • Work with region supervisors and craft employees to identify, develop, and address training requirements.
  • Review the maintenance backlog each week prior to the weekly scheduling meeting.  Prioritize backlog items requiring advancement against the weekly schedule.
  • Chair the Region's weekly scheduling meeting and document responsibilities assigned.
  • Provide direction and assign work to the region's Maintenance Planner.
  • Ensure jobs are safely released and all work is performed in accordance with University safety rules.
  • Ensure proper housekeeping standards are maintained during and immediately after the completion of every job.
  • Ensure material procurement activities follow UM and departmental policies and procedures. Ensure material overages are returned to stock supply and worksite is left clean and orderly.

Required Qualifications*

  • High school diploma or equivalent.
  • At least five years of work experience in maintenance, engineering, architecture, construction or facilities management with direct responsibility for managing significant labor, financial, and material resources. 
  • Ability to coordinate/set priorities appropriately against multiple demands upon self and staff in a fast paced service or production environment.
  • Detailed working knowledge of maintenance classifications, job specific duties and training requirements.
  • Supervisory level experience in completing maintenance activities within a union work environment. 
  • Supervisory level experience performing maintenance via the use of supplemental vendor services and/or external labor through contracts.
  • Ability to effectively communicate with supervisors, maintenance/craft employees and customers.
  • Demonstrated proficient use of various computer programs including and/or equivalent to Microsoft Office Suite (especially Excel), Tableau and other reporting software, and Computerized Maintenance Management Systems (CMMS).
  • Ability to lead and work within a teamwork structure, while exhibiting excellent leadership and interpersonal skills.
  • Ability to provide feedback on work management processes and flexibility to change.
  • Accurate and effective written and verbal communications skills within an academic environment; meeting leadership, and presentation abilities.
  • Ability to coach and mentor supervisors and maintenance/craft personnel; ability to share among peers developed skills, techniques and process improvements focused to the work process intent for effective work order management.
  • Physical mobility is required to visually inspect, plan and troubleshoot maintenance activities throughout the campus inclusive of basements, tunnels, interstitial floors, penthouse mechanical rooms, etc.

Desired Qualifications*

  • Bachelor's or equivalent four year college accredited degree in related facilities field (i.e. Engineering, Facilities Management, Project Management, etc.).
  • Experience in large complex organizations, with a progressively responsible career path within facility maintenance management.
  • Formal training and three years application experience in a continuous improvement management environment.
  • Demonstrated knowledge of maintenance regulatory compliance and requirements within a University research environment

Work Schedule

Primary hours are 7:00 a.m. to 3:30 p.m. However, selected candidate must be able to work a flexible schedule and must be able to respond to after-hours emergencies.
