Job Summary

The Clinical Nursing Director (CND) plans and manages clinical and administrative operations with 24/7 accountability and responsibility for Children's Emergency Services (CES).  

CES is a primary entry point for pediatric patients 0-20 years of age admitted to C.S. Mott Children's Hospital - a verified Level One Pediatric Trauma and Children's Surgery Center by the American College of Surgeons. CES serves as a tertiary care facility with referrals from across the state. CES nurses partner with board-certified Pediatric Emergency Medicine faculty, pediatric residents, and advanced practice providers to provide expert patient and family-centered emergency care to greater than 40,000 patients who present each year with injuries and illness across the range of acuity from minor to critical care. The Emergency Department provides staff nurses and nurse leaders financial support for required competency training to include ENPC, TNCC, PALS, & ACLS. In addition, obtaining professional certification (CPEN, CEN, TCRN) in emergency or trauma care is highly encouraged, and financial support is provided. 

The CND provides professional nursing leadership and administrative direction for nursing practice for CES nurses, including Nursing Supervisors, Educational Nurse Coordinators (ENC), RNs, and techs.  The CND plans and manages the clinical and administrative emergency department operations, with responsibility for the following: assuring implementation of patient care and quality standards; planning, organizing and evaluating pediatric clinical practice; educational activities; participating in planning, development and implementation of unit policies, goals and objectives and standards of nursing practice; counseling and evaluating the performance and clinical practice of the nursing staff; oversight of staff development and unit orientation programs to ensure compliance with practice standards; identification and resolution of unit operational problems; represent the unit on assigned clinical area and health-system committees; maintain compliance with federal and state regulations, safety, and patient care; actively collaborate in the development of annual budgets; manage and provide variance reporting of activity, payroll, commodity and capital budgets; participate in/lead new program development & implementation. 

Institutional priorities and unit-specific goals and outcomes are achieved in collaboration with the Clinical Nurse Specialist, Emergency Department Medical/MPlan Director, Service Chief, and Director of Operations.  

Responsibilities*

  • Plan, counsel, and evaluate performance and clinical practice for a team of roughly 150 FTEs; comprised of nurses, supervisors, educators and techs. 
  • Develop and implement unit goals and objectives which include the establishment of standards of practice in patient care consistent with national professional and regulatory guidelines in collaboration with CES Triad.
  • Integrate unit goals and objectives with Nursing Service goals and objectives. Advise and assist with the establishment of priorities and institutional program development. 
  • Work closely with medical staff and other disciplines for the successful implementation of patient, unit and institutional objectives. Assist in the resolution of interdisciplinary operating problems. 
  • Establish minimum/maximum staffing patterns to ensure high quality patient care. Initiate and implement a staffing schedule which is consistent with care requirements and responds to varying patient activity and acuity. 
  • Identify and recommend specific staffing needs and position qualifications consistent with emergency department goals and objectives. 
  • Interview and select qualified personnel. 
  • Actively collaborate in the development of annual budgets including activity, payroll, commodity, capital, and revenue.  Project and monitor personnel budget for nursing and tech staff.  Provide information regarding budget variances with action plans. 
  • Provide essential coordination between patient care units within the organizational structure of Nursing Services.
  • Collaborate with Clinical Nurse Specialist & Education Nurse Coordinators to initiate and implement education that supports orientation to patient care responsibilities and staff development.  Encourage and provide opportunities for continuing education of the nursing staff.
  • Oversee staff development and unit orientation programs to ensure compliance with practice standards.
  • Participate in the concurrent and retrospective evaluation of patient care consistent with the hospital quality improvement program. Through this review process, evaluate and recommend changes and improvements in areas affecting the quality of patient care, in keeping with regulatory standards.
  • Facilitate, coordinate, and monitor the clinical experience of nursing and other students. 
  • Initiate and cooperate in the applied research in healthcare in keeping with the institutional objectives of maintaining prominence in developing new modes of clinical practice. 
  • Maintain compliance with federal and state regulations, and accreditation standards including CMS, TJC and other regulatory bodies.
  • Interpret and implement University and hospital personnel policies and programs and ensure their uniform and correct application. 

Supervision Exercised: Direct supervision of Clinical Nursing Supervisors, ENCs, professional nursing staff and CES techs.

Supervision Received: Direct supervision is received from the Associate Chief Nursing Officer (ACNO)

Required Qualifications*

  • Current licensure as a Registered Nurse in the State of Michigan. 
  • Master's degree in Nursing or Health Care Administration, Public Health, Business, or related field (a Juris Doctor degree may be considered). 
    • If Master's degree is not in Nursing, a Bachelor's degree in Nursing is required.
  • Two (2) years recent leadership experience, to include demonstrated leadership, management, communication, counseling, problem solving, decision making, conflict resolution and group process skills.
  • Minimum of five (5) years of nursing experience with demonstration of progressive clinical competence. 
  • Nurse Leadership certification or completion of a nursing leadership certification within one (1) year of accepting this position or when eligible to certify, whichever comes first.  Certification is expected to be maintained while in this leadership role. Examples include Certified Nurse Manager and Leader (CNML) or, Nurse Executive (NE-BC). The nursing leadership certification must be recognized by the Magnet Recognition Program and the American Nurses Credentialing Center (ANCC)
  • Current TNCC, ACLS, PALS certification

Desired Qualifications*

  • Two (2) years recent supervisor experience in an Emergency Department (ED) setting

  • Minimum of five (5) years of nursing experience with demonstration of progressive clinical competence in ED setting.  
  • Minimum of five (5) years of clinical pediatric experience in an acute/critical care setting.  
  • Recent (within 5 years) experience in nursing leadership in a tertiary care setting.
  • Demonstrated leadership and management skills including personnel management and the ability to perform as a role model for nursing staff. 
  • Demonstrated excellent written and verbal communication skills. 
  • Demonstrated ability to collaborate in a manner that fosters team building and provides visionary direction for team members. 
  • Demonstrated ability to work effectively with administrators, physicians, peers, and staff of all disciplines to enhance and improve patient care outcomes. 
  • Evidence of successful change management.
  • Evidence of successful implementation of quality initiatives positively impacting patient care. 
  • Demonstrated ability to coach, encourage and support a positive work environment.
  • Expertise in emergency care nursing initiatives.
  • Expertise in the continuous quality improvement process.
