Job Summary

The Clinical Nursing Director is responsible for directing all aspects of the Care Management program in alignment with the organizational strategic plan to ensure that processes meet or exceed regulatory and industry standards. This position provides structure and leadership to ensure the defined purpose, principles, and metrics of the program are met.  
 

The Clinical Nursing Director will plan and manage the clinical and administrative operations of Care Management. Assure implementation of patient care and quality assurance standards; and to plan, organize and evaluate clinical practice and educational activities in collaboration with other members of the Nursing and Social Work communities. Participate in planning, development and implementation of department policies, goals and objective and standard of nursing practice. Counsel and evaluate the performance and clinical practice of the nursing staff. This includes staff development programs, department orientation to ensure compliance with practice standards. Identify and resolve department operational problems. Represent the department on assigned clinical area and Hospital committees. Maintain compliance with Federal and State regulations, safety, and patient care. Actively collaborate in the development of annual budgets; manage and provide variance reporting of activity, payroll, commodity, and capital budgets; participate in the new program development and implementation; work closely with relevant physicians to promote and foster a clinical care environment that strives to deliver the ideal patient care experience for our patients. Provide administrative/management leadership personnel management.

  • Provides leadership and directs the staff of Care Management. 
  • Actively participates in the performance planning, competency, and individual development planning process. 
  • Maintains current knowledge of case management, utilization management, and discharge planning, as specified by federal, state, and private insurance guidelines. 
  • Implements dashboard metrics for monitoring outcomes. These metrics include patient satisfaction with care coordination/discharge planning, readmissions, length of stay, and medically unnecessary days, case mix index, and volume of observation days.
  • Manages the fiscal operations of the departments to ensure efficient and cost-effective utilization of staff and resources. 
  • In collaboration with Educational Nurse Coordinators (ENC) ensures provision of quality services by developing education and continuing education plans. 
  • Develops structures and processes that contribute to continuity of care through demonstrated use of the interdisciplinary team approach to patient care. 
  • Works collaboratively with internal and external resources and agencies, physicians, and all members of the interdisciplinary team in meeting customer needs and organizational goals. 
  • Monitors, evaluates, and redesigns institutional and departmental practices and processes to meet or exceed all regulatory and accrediting agency requirements. 
  • Ensures that technology and software systems support workflow with clinical logic, standards of practice and regulatory and accreditation requirements. 
  • Defines departmental financial targets in alignment with those of the institution and ensures the appropriate use of resources. 
  • Serves as a highly visible leader, colleague and mentor, providing leadership, direction, and education.  
  • Integrate department goals and objectives with Nursing Service goals and objectives. Advise and assist with the establishment of priorities and institutional program development.
  • Work closely with medical staff and other disciplines for the successful implementation of patient, department, and institutional objectives. Assist in the resolution of interdisciplinary operating problems.
  • Identify and recommend specific staffing needs and position qualifications consistent with the respective department objectives. 
  • Interview and select qualified personnel.
  • Evaluate performance of nursing staff responsible to department. Make recommendations for merit awards and personnel classification changes. Counsel and discipline nursing staff to enable achievement of department and institutional objectives, particularly as related to high quality patient care.
  • Interpret and implement University and hospital personnel policies and programs and ensure their uniform and correct application.
  • Initiate, plan, analyze, and participate in Nursing staff development programs and workshops.
  • Participate in concurrent and retrospective evaluation of patient care consistent with the hospital quality assurance program. Through this review process, evaluate and recommend changes and improvements in areas affecting the quality of patient care.
  • Formulate personal professional goals and prepare written annual self-evaluation for senior leadership. 

Required Qualifications*

  • Current licensure as a Registered Nurse in the State of Michigan.  
  • Required educational requirement: 
    • Master's degree in Nursing or Health Care Administration, Public Health, Business or related field (a Juris Doctor degree may be considered). 
    • If Master's degree is not in Nursing, a Bachelor's degree in Nursing is required.
  • Two (2) years recent leadership experience, to include demonstrated leadership, management, communication, counseling, problem solving, decision making, conflict resolution and group process skills. 
  • Minimum of five (5) years of nursing experience with demonstration of progressive clinical competence. 
  • Nurse Leadership certification or completion of a nursing leadership certification within one (1) year of accepting this position or when eligible to certify, whichever comes first. Certification is expected to be maintained while in this leadership role. Examples include Certified Nursing Manager and Leader (CNML) or, Nurse Executive (NE-BC). Desired Qualifications*

  • Two (2) years recent supervisory experience in a healthcare setting; preferably capacity management and utilization management area. 
  • Minimum of five (5) years of nursing experience with demonstration of progressive clinical competence in areas related to care coordination, capacity management, and utilization management. 
  • Recent experience in Nursing Management in a tertiary care setting.
  • Demonstrated knowledge and skill in data preparation, analysis, and presentation. 
  • Knowledge and application of case management software systems, data organization, collateral data organizational systems that support core data set for mandatory measures and economics of care management and case management. 
  • Working knowledge of LEAN, Six Sigma, and/or other organizational efficiency/effectiveness theories and methods.  
  • Demonstrated ability to assess, interpret, and analyze nursing practice in a procedure-focused area independently and collaboratively
  • Demonstrated leadership and management skills including personnel management and the ability to perform as a role model for Nursing Staff. 
  • Demonstrated excellent written and verbal communication skills. 
  • Demonstrated ability to collaborate in a manner that fosters teambuilding and provides visionary direction for team members.
  • Experience with change management process.
  • Evidence of successful implementation of initiatives positively impacting and improving patient care outcomes.
  • Demonstrated ability to coach, encourage and support a positive work environment.
  • Experience with interest-based problem solving and negotiations. 
  • Expertise and familiarity with High Reliability Organization Skills training.
  • Certified Nurse Manager and Leader Certification (CNML).
  • Qualifications for adjunct appointments at the School of Nursing are desired. 
  • Experience working in a healthcare setting partnering with unions.

Additional Information

The Clinical Nursing Director (CND) reports to the Senior Director of Care Management. 

  • Works closely with the designated Senior Physician Leader and Physician Advisors (both internal and external) in implementation and evaluation of the program. 
  • Collaborates with additional U-M Health, Michigan Medicine leaders to integrate the care management activities with all initiatives related to care coordination and transitions, and related financial/regulatory requirements. 
  • Supports the alignment of U-M School of Nursing with care management processes, practices for education of students, faculty, and research as appropriate.  

Background Screening
