Reporting to the Provost and Executive Vice President for Academic Affairs, the Office of Enrollment Management (OEM) manages U-M's enrollment function to efficiently optimize students' experiences throughout their engagement, from prospect to alumni. The division collaborates with campus partners, faculty, and staff in support of the university's mission.
OEM comprises a dedicated team of more than 200 full-time staff members and up to 400 additional student and temporary staff and is structured in five operational units - the Office of Undergraduate Admissions, the Office of Financial Aid, the Office of New Student Programs, the Office of the Registrar, and OEM Administration. Job Summary
The Office of Enrollment Management (OEM) at the University of Michigan is seeking a skilled and experienced Associate Director of Business Administration. This position will be responsible for managing financial, budgetary, facilities, and related support services for OEM and the incumbent will serve as a knowledgeable resource on financial policies, procedures, and processes.
Reporting to the Executive Director of Business Operations, you will actively collaborate with OEM staff and the leadership team to facilitate short- and long-term planning initiatives while coordinating financial transactions and facility operations in support of OEM vision, mission and strategic priorities.
Responsibilities*
Budget and Financial Management
- Oversee the day-to-day business administration functions within the Office of Enrollment Management.
- Develop OEM annual consolidated and unit budget plans and processes to support OEM plans and priorities, assist in the preparation and submission of annual budget requests.
- Manage the accurate and timely distribution of financial reports, including monthly and quarterly reports, financial projections across all funds, and staffing plans.
- Lead the coordination and execution of policy implementation and serve as thought partner to enhance financial operations and ensure compliance with institutional policies.
- Oversee the planning and execution of monthly and fiscal year-end closing activities, encompassing reconciliations, adjusting entries, and comprehensive accounting for all activities
- Serve as a consultant to OEM staff and leadership on matters related to financial policy, procedures, and their practical application. Offer functional, technical, and expert guidance to other financial and administrative staff members.
- Review and approve reimbursements, payments and PCard reconciliations, ensuring compliance with university policies.
- Provide guidance and supervision for all procurement operations within OEM, covering P-Card transactions, contracts for goods and services, non-PO vouchers, CTP Travel, and accounts payable functions.
- Collaborate with the OEM Human Resources team to ensure funding for staffing plans at the OEM and unit levels.
- Create and execute effective internal controls to minimize financial risks and ensure adherence to relevant financial policies, standards, and reporting obligations.
- Perform comprehensive financial analysis to identify trends, risks, and opportunities, offering insights to support strategic decision-making and resource allocation.
- Serve as the primary point of contact for fund transfers and unit-to-unit transfers.
Facility Management
- Coordinate policy development for facility operations, manage tasks such as assessing space requirements, ensure equipment functionality, and supervise renovation and construction projects.
- Act as the principal coordinator for all OEM facilities, working with the staff and leadership team on prioritized facility projects and tasks.
- Collaborate with SAB units, the Building Incident Response Team (BIRT), university departments, and vendors on facilities-related issues, emergency preparedness initiatives, and operational needs to support a safe and effective work environment.
- Establish internal control policies and procedures and handle the coordination of safety training and emergency preparedness drills.
Administrative Management
- Provides functional leadership, guidance, and consultation to administrative staff across OEM units responsible for financial, operational, and business processes.
- Supervise the OEM budget analyst position. Train, coach and evaluate performance.
- Contribute to the onboarding and training of administrative staff, offering education and regular updates on university business policies, practices, and procedures.
- Collaborate with the Executive Director to facilitate meetings and monitor processes.
- Streamline financial and facilities processes, policies, and procedures within the scope of OEM.
- Address ad hoc and emerging issues, collaborate with university internal and external partners.
- Offer advice, timely information, and operational support in response to challenges, significant projects, and trends impacting OEM.
- Perform other related duties and participate in special projects as assigned.
Required Qualifications*
- Bachelor's degree in business, accounting or a related field and five years of experience in an administrative capacity.
- Must possess a strong understanding of budgeting, controlling costs, planning, scheduling, and procedural change.
- Experience delivering management-level analyses, reports and recommendations to executive leadership using modern tools.
- Problem solving capabilities including ability to anticipate, assess, analyze issues and provide options for effective operations.
- Must possess sophisticated financial, administrative, and operational skillset, including analysis, problem solving, and reporting.
- Exceptional organizational and communication skills (written, oral and interpersonal). Ability to manage collaborative projects, cultivate and sustain relationships at all levels.
- Acute business acumen and understanding of organizational issues and challenges in a diverse setting.
- Demonstrated experience working in a complex and fast-paced organization with multiple, simultaneous responsibilities.
- Impeccable judgment (sensitivity and discretion) in handling confidential materials and situations.
Desired Qualifications*
- Extensive knowledge of PeopleSoft Oracle financial and administrative system, including Business Objects queries.
- Knowledge of systems, policies and procedures within a decentralized, higher education setting.
- Demonstrated experience working in a complex and fast-paced organization with multiple, simultaneous responsibilities.
- Prior supervision experience.
Modes of Work
The Office of Enrollment Management currently offers a hybrid work arrangement of minimally three days on-site and two remote days. Thursdays are currently required as an on-site workday for all members of the OEM team.
