Job Summary

The University of Michigan Division of Public Safety and Security (DPSS) is seeking a Behavioral Threat Assessment Analyst to support the University's Behavioral Threat Assessment and Management (BTAM) program. Reporting to the Director of Behavioral Threat Assessment and co-located within the DPSS Intelligence team, you are responsible for identifying, assessing, documenting, and supporting individuals who exhibit behaviors associated with targeted, workplace, and campus violence, as well as other concerning behaviors.

As the Behavioral Threat Assessment Investigative Analyst, you support multidisciplinary BTAM teams by collecting and analyzing behavioral information, assessing static and dynamic risk factors, identifying protective factors, and developing evidence-based intervention and risk management strategies. Supporting the implementation of evidence-based BTAM methodologies, you provide objective behavioral assessments to support prevention, early intervention, and coordinated case management.

This position emphasizes behavior-based risk identification rather than reliance solely on criminal conduct or mental health diagnoses. You will collaborate with public safety personnel, mental health professionals, Human Resources, student affairs, legal counsel, and other campuses, the University of Michigan Health, and community partners to promote early identification of concerning behaviors, reduce the risk of targeted violence, and enhance the safety and well-being of the University community.

Responsibilities*

Essential Functions and Responsibilities

  • Predictive Analysis: Conduct behavioral threat analysis by collecting, organizing, and evaluating information from multiple sources to produce reliable, actionable intelligence. Analyze behavioral patterns associated with targeted violence; assess static and dynamic risk factors, protective factors, and resiliency; and determine levels of concern and urgency using structured professional judgment. Monitor escalation and de-escalation indicators, evaluate an individual's progression along the pathway to violence, and provide evidence-based risk assessments and intervention recommendations to support multidisciplinary threat management and violence prevention efforts.
  • Investigative Support: Assist Threat Assessment leadership, participating on the Threat Assessment Team (TAT), a multidisciplinary committee with members from various stakeholder offices across campus. This includes leading meetings and coordinating reports as needed. Support ongoing investigations of highly sensitive and urgent real-time threat concerns, including potential threats of and/or acts of violence by affiliated or unaffiliated individuals that may affect the university community.
  • Risk Mitigation: Develop and implement risk mitigation strategies to reduce the risk of violence.
  • Prepare Intelligence Products: Prepare reports, bulletins, and threat assessments, articulating complex security concepts that inform and enhance campus safety measures.
  • Liaison: Serve as liaison between DPSS departments and other internal and external partners, including local, state, and federal law enforcement agencies, to ensure the timely sharing of critical information and foster collaboration. Conduct educational and outreach efforts on critical topics related to Threat Assessment (e.g., behaviors of concern, de-escalation techniques, reporting process) through in-person and virtual presentations, social media, traditional marketing materials, and other multimedia efforts.
  • Confidential Support: Perform independent and confidential tasks related to strategic intelligence, maintaining the highest level of discretion in handling sensitive information.

Required Qualifications*

  • Bachelor's degree in Criminal Justice, Public Safety, Criminal Analysis, Homeland Security, or a related field, or equivalent education and experience.
  • A minimum of three (3) years of progressively responsible experience in behavioral threat assessment, criminal investigations, intelligence analysis, law enforcement, public safety, corporate security, emergency management, behavioral health, case management, or a related field, focusing on intelligence operations or analysis.
  • Experience working collaboratively within multidisciplinary teams.
  • Experience with computer software related to intelligence analysis applications and online social media, chat, dark web, and open source sites.
  • Familiarity with principles and practices of threat management and assessment to identify, monitor, and report potential online threats and heightened activity.
  • Experience with principles and practices of crime and data analysis, analytical research methods, and criminal intelligence related to researching, collecting, analyzing, and disseminating data.
  • Experience conducting behavioral, investigative, or intelligence analysis involving complex or sensitive cases.
  • Strong analytical, critical thinking, and problem-solving skills, with demonstrated effectiveness in complex, decentralized organizations.
  • Ability to adapt work hours to accommodate various University events and initiatives.
  • Prior experience in a confidential, high-demand environment.
  • Proficiency with MS Office, Google Drive, and related software.
  • Valid driver's license with a driving record of fewer than 6 points.
  • Must pass a comprehensive public safety background investigation, psychological exam, and physical and drug screening.

Additional Information

All members of DPSS are considered Campus Security Authorities (CSAs) under the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act. As such, you are required to report any Clery reportable offenses that come to your attention. DPSS employees must also complete the Clery Compliance training within 14 days of employment and annually thereafter.
